Town Hall: Town Hall refers to the 23rd Police District.
Public Violence Mission: From what I gather, it sounds like the officers assigned to this mission look for gang bangers and stop them question them to find out who they are. They then turn in the info at the conclusion of the mission to their supervisor.
Top Ten Target Mission: Units assigned to this mission usually concentrate on the Sunnyside Mall and the Broncho Billy Playlot looking for known troublemakers and see what they are up to, looking for reasons to make arrests.

Just creepy....Was over there ealier last night with my wife, and there were tons of men, by themselves, just hanging out in and around the bird sanctuary. Disgusting.
Not trying to justify their actions.....but you have to understand this is an "old school" gay thing. Before the internet and back when being gay was much less accepted than it is today, gay men (not sure about women) had to resort to acts like this to meet each other. Just wish that that they would catch up with the rest of the world and "hook up" in more traditional ways.
I agree with 2:25--time to join the rest of us in the 21st century and leave the bird sanctuary to nature enthusiasts of all ages.
Meeting each other is one thing. Fellating and fucking each other in open view of other people in A PUBLIC PLACE is vile and illegal. Go to Steamworks. Rent a room. Borrow a friend's apartment.
Agree with 2:25 and 2:57 - but you cant make this a gay/straight thing. I've seen plenty of hetero's having sex in the back of a cab, on the street/alley at Mardi Gras, on a pool table at a fraternity party, in the "foam party" in Mexico, in the grass at an outdoor concert. I agree they need to get out of the bird sanctuary, but its not just gay men "doing it" it vile/illegal places

I don't know about the whole "old school" gay thing. Although I'm sure you are totally correct about that being a sole way for gay men to meet in the "pre-boystown" days, I don't think that flies here in the city. There are plenty of places you can frequent to meet other gay men and they've been around a while. I don't think these guys have any justification for their indecencies, they're just a group of sexual deviants who happen to be gay. It gives the gay community with a damaged reputation that unfortunately many who have limited exposure to homosexuality judge us upon. These individuals are a health and safety risk to our community and it needs to be cracked down on.
What were all forgetting is that most of these men are probably not out of the closet. They probably work in the city.. have a family in the burbs, and go down to the bird sanctuary during lunch or after work. Unless they just have a "thing" for getting off in public, I don't know any gay men that do that anymore!
Not true. There are guys that hang in there every day all summer long servicing the needs of those who want rear door action. And those same guys have been there for the past 4-5 years. I know. I've seen those same assholes - literally and figuratively -- while birding for all these years.
And don't tell me it's a spontaneous mutual attraction thing. No way does a young stud just have to have a droopy-balls 80-year-old. They are getting paid to go there.
