Not sure what you mean. There were three victims, or rather three gang members who got shot by a shooter from another gang. i am sure the police know who the other two people who were shot are.
There were 2 other boys with the shooter... The police are saying they know who the shooter is... but in total there were 2 other kids who were with the shooter.
Which means CPD should be looking for 2 other people.
There were two kids arrested at the scene, and taken to the Belmont area detectives office.

The idea that these scumbags don't talk to the police is a myth - if they are being charged with a serious offense, they all sing like birds and try to point the finger and the other people. A 19-year-old human cockroach can look tough on the street, but they cry like babies once they get formally charged with Murder.
In Illinois, we have what is called "Felony Murder" where you are charged with Murder if you participate in any intentional act that leads to the death of another - whether you are the shooter, the get away driver, the look out, or simply hold the gun for the shooter before hand. All three should be charged with Murder
